Environment & Sustainability Policy

The Lendlease Bouygues Joint Venture (LLBJV) makes a commitment to protect and sustain the natural environment on which we undertake our commercial activity on the NorthConnex Project (the Project). We comply with environmental legislation, regulations and other requirements, as a minimum, and support initiatives that go beyond compliance requirements. We implement processes to support beneficial social impacts and develop a positive economic legacy. We recognise that our influence extends beyond construction activities to include our supply chain in improvements to sustainable practices.

LLBJV exhibits leadership in our environmental practices and sustainability by ensuring the continuous improvement of its Environmental Management System (EMS). We will comply with environmental legislation, regulations and other requirements as a minimum, and support initiatives that go beyond compliance requirements. In implementing this policy, our objectives are to:

  • Identify and manage impacts on the surrounding environment and communities arising from work activities and capitalise on identified opportunities;
  • Foster environmental sustainability awareness and encourage a genuine respect for environmental protection and best practice health and safety performance in all of our employees;
  • Deliver the Project in a way so as to achieve an Excellent Infrastructure Sustainability Council of Australia (ISCA) rating
  • Monitor and review sustainability management objectives, targets and outcomes as the basis of a commitment to continual improvement;
  • Reduce our energy and water consumption, improve efficiency and prevent pollution across the project;
  • Maximise opportunities for reuse of captured and treated water, recycling and recovery of construction and demolition waste in operation and community projects
  • Measure, understand and minimise ecological and heritage impacts as a result of the project;
  • Implement an Environmental Risk Management Procedure that aims to minimise the environmental impact of the Project;
  • Communicate openly with client, government and engage the community on environment and sustainability issues; 
  • Develop and deliver training materials that communicate this policy to all employees and subcontractors; and make this policy publicly available for stakeholders
  • Work with our local and regional supply chain (including from low socio-economic communities) to develop innovative solutions, sustainable practices and materials, and identify and implement restorative actions.

Commitment to Sustainable Procurement

LLBJV has made commitments to consider environment, social and economic aspects in procurement to demonstrate our commitment to sustainability. These include the following:

  • A commitment to require environmental, social and economic aspects to be considered in the procurement process, in particular the design, non-renewable material use; manufacture and production methods; logistics; service delivery; use; operation and maintenance; reuse and recycling options; disposal; and the suppliers’ capabilities to address these consequences throughout the supply chain, during the procurement process
  • Potential suppliers will be requested to provide details of their environmental and sustainability policy, its implementation and sustainability objectives and/or targets
  • Will form part of the required Progress Claim deliverables
  • Supplier evaluation will consider sustainability aspects through use of multi-criteria analysis (or similar)
  • Supplier contracts will incorporate sustainability objectives and/or targets
  • A transparent procedure and policy to identify procurement opportunities from local businesses including contractors, subcontractors, voluntary sector organisations, consultants and suppliers but also extending to service providers and employment opportunities within the program
  • Processes will be implemented to ensure dematerialisation, minimum environmental impact of resources (including low embodied energy, standard sizes, recyclability and local sourcing), fair contract prices are met and minimum ethical and regulatory requirements are complied with. 

Australian Industry Participation

NorthConnex proudly supports the Australian Industry Participation (AIP) policies and programmes to encourage opportunities for Australian industry to compete for work in major public and private projects in Australia.

We encourage local business to be part of our project and welcome Expressions of Interest from Australian companies to provide good and services.  We especially welcome small to medium enterprises and indigenous businesses to contact us to register an Expression of Interest in working on the NorthConnex Project. Examples of areas of involvement are noted below in the following categories:

  • Steel fabrication
  • Mechanical services
  • Plumbing services
  • Security services
  • Catering
  • Cleaning services
  • Printing

The selection of subcontractors and suppliers is not solely price based, as the assessment also includes appropriate reviews of non-commercial aspects such as sustainability, quality and safety depending on the particular service being considered.

NorthConnex will ensure that all Expressions of Interest are objectively assessed when selecting the most suitable supplier.  All Expressions of Interest are to be submitted to Locked Bag 1001, West Pennant Hills, NSW 2125

NorthConnex provides an overall reduction in heavy vehicle emissions

The NorthConnex project will reduce the total amount of vehicle emissions discharged into the atmosphere by providing a free-flowing motorway alternative to Pennant Hills Road. Improvements in air quality will be achieved by

  • Avoiding stop-start traffic congestion. Heavy vehicles will emit up to 80 per cent less carbon monoxide, 70 per cent less oxides of nitrogen and 70 per cent less particulate matter
  • Reducing overall travel times along the motorway
  • Managing and dispersing vehicle emissions through an effective ventilation system that does not re-circulate air from one tunnel to another
  • Specific ventilation modes developed to manage breakdown, congested and emergency situations
  • Designing the road with flat grades that create the least amount of emissions
  • Increasing the height of the tunnel to prevent incidents blocking the tunnel
  • Installing smoky vehicle cameras.

The NorthConnex tunnels would be very flat (around eight kilometres with a grade of around 1.5 per cent south to north) with short entry and exit ramps of around four per cent. By way of comparison, the M5 East tunnel has a grade of up to eight per cent on the western exit, which causes trucks to slow down and increase emissions. The NorthConnex project alignment, with motorway-to-motorway connections at both ends, ensures efficient operation of vehicles in the tunnel and minimises emissions generated. This results in significantly less emissions than equivalent vehicles using Pennant Hills Road.

The significantly higher NorthConnex tunnel, 5.3 metres versus the 4.6 metres in the M5 East, also minimises the risk of overheight incidents blocking the tunnel, ensuring free-flowing traffic is not disrupted by oversized heavy vehicles.

Smoky vehicle cameras would be installed to automatically detect vehicles with excessive exhaust smoke, with penalties applying to offenders. A similar initiative is in place for the M5 East tunnel and has resulted in a reduction of smoky vehicles using the tunnel.
